Short post, yes I know but anyways, is there any way to have flood spawn with specific weapons or be able to pick up weapons on the map or in ordinance drops?

flood cannot have any other weapons besides the crab claw sadly,
there are modded gametypes out there that could suit your needs though, halocustoms doesn't have a problem with those. Smashy Chase has flood with hammers for example.

I was under the impression he just took off the flood skin which would allow him to do that. I'm not saying I'm right but that's what it looks like
no lol. you can change their visual effect (overshield, speed boost, damage boost, flood), but that does nothing to their skin, just makes them look as if they have those abilities when they really don't. They'll always be mutated flood dudes without mods
